PSAC Project registers measurable progress in advancing Rwanda’s agri-export sector

The Promoting Smallholder Agro-Export Competitiveness (PSAC) Project continues to deliver impactful results across Rwanda’s agri-export sector, with tangible benefits already reaching farmers, cooperatives, and exporters.

Across 14 districts, 250 PSAC-supported community groups, composed of women and youth have produced and distributed over 12 million high-quality tea, coffee, and horticultural seedlings. These efforts are significantly strengthening production capacity and setting the stage for increased export volumes and revenues. In parallel, the project has generated employment valued at more than FRW 2 billion, creating meaningful income opportunities in rural communities.

PSAC is also facilitating Rwanda’s access to global markets by supporting exporters to participate in major international exhibitions and trade platforms, positioning the country’s premium agricultural products on the global stage.

To assess this progress and further enhance delivery, the National Agricultural Export Development Board (NAEB), in collaboration with the International Fund for Agricultural Development (IFAD), conducted a two-week Mid-Term Review (MTR) from 23 February to 6 March 2026. The mission included field visits to project’s activities, where the review team engaged directly with beneficiaries and commended the visible impact achieved so far.

The review also involved strategic discussions with key stakeholders and partners, focusing on identifying practical measures to streamline implementation and maximize results in the next phase.

NAEB Chief Executive Officer Claude Bizimana emphasized the importance of the exercise, noting:

“The Mid-Term Review has provided a valuable opportunity to build on the strong progress achieved so far and refine our strategies for the next phase of implementation. The insights generated through this process will help us accelerate delivery and ensure that PSAC continues to create tangible benefits for farmers, exporters, and the broader agri-export sector.”

As the project advances toward its planned completion in 2029, more transformative interventions are being rolled out to deepen its impact. These include the provision of approximately FRW 2.5 billion in matching grants to farmers, cooperatives, and exporters for climate-smart investments, Farmer Field Schools (FFS) to strengthen farmers’ technical capacity across targeted value chains, and the provision of key agri-export infrastructure and equipment to enhance productivity and competitiveness.
